New Delhi : Parliament Session, Lok Sabha Rajya Sabha Session Day 6 Live Updates: Responding to the Motion of Thanks on the President’s Address in the Rajya Sabha, LoP Mallikarjun Kharge hit out at the government over the ongoing NEET paper leak issue. “Not just NEET or the National Testing Agency, the entire education system must be reviewed under Supreme Court,” Kharge suggested to which Chair Jagdeep Dhankar said every institution must do its own job first. Leader of House J P Nadda intervened earlier and accused the LoP of “casting serious aspersions” on the Chairperson. “If the LoP is saying that the Chair should support the truth for the next 3.5 years, it automatically means he is making aspersions that he hasn’t done so in the last 1.5 years,” Nadda said. Kharge in his response said the President’s Address was only filled with praise for the government, ignoring the foundational issues such as the lack of provision for the weakest sections of the society.


Meanwhile, Lok Sabha Speaker, who did not accept adjournment motions by Opposition MPs on NEET, also refused to entertain LoP Rahul Gandhi’s suggestion of a one-day discussion on the paper leak issue. “You can give your suggestions, but I decide,” he said prompting several Opposition MPs to walk out. Earlier, Opposition MPs including LoP Rahul Gandhi were protesting outside the Parliament building against the misuse of central probe agencies such as the CBI and Enforcement Directorate by the central government.  As the three new criminal laws come into effect today, Congress MP Manish Tewari had moved an adjournment motion for the purpose of discussing them.


What happened on Day 5? Lok Sabha proceedings were adjourned on Friday amid acrimonious scenes after Speaker Om Birla refused permission to the Opposition’s demand for a discussion on the alleged irregularities in the NEET results. In the Rajya Sabha, a lacklustre debate followed after a couple of adjournments and staging of a walkout by Opposition members. Congress president Mallikarjun Kharge, along with the Opposition MPs, had stepped in the Well to demand a discussion . Kharge later alleged that despite having raised his hand for a long time, he was not given an opportunity to speak.

Parliament Session Day 6 Live: Debate heats up in Rajya Sabha, Kharge hits out at govt

Leader of House J P Nadda vs Mallikarjun Kharge in the Rajya Sabha today


As Kharge took the floor to respond to the Motion of Thanks to the President's Address, Nadda intervened to say he was casting serious charges on Chairperson Jagdeep Dhankar.


Later, Nadda demanded the expunging of Kharge's remarks on the RSS.

Parliament Session Day 6 Live: Comments in both Houses on the slogan used by various MPs while taking oath

BJP MP from Hamirpur, in his address on the Motion of Thanks, said that the Opposition also supports "a leader who raised 'Jai Palestine' slogan" in the Parliament. He was referring to Hyderabad MP Asaduddin Owaisi who said “Jai Palestine” in Parliament while taking oath as the member of the House.


“I said ‘Jai Bheem, Jai Meem, Jai Telangana, Jai Filisteen (Palestine)’. What provision of the Constitution does it violate? It is their (BJP MPs) to oppose,” Owaisi said while talking to reporters outside Lok Sabha later.


In the Rajya Sabha, Mallikarjun Kharge said that the House has MPs and parties who have problem with the raising of 'Jai Samvidhan' in the Parliament.

Parliament Session Day 6 Live: Mallikarjun Kharge's address in Rajya Sabha amid disruptions

"PM Modi expert only in giving slogans; Manipur burning from last one year but PM did not visit state," Kharge said in the Upper House today. He was responding to the Motion of Thanks to the President's Address.


He also appealed to Rajya Sabha Chair Jagdeep Dhankar to  put back statues of Mahatma Gandhi, Ambedkar, others in their original places in Parliament complex.


Kharge also spoke about the Prime Minister "creating divisions in society by spreading misinformation" but failing to do so during his speeches for the Lok Sabha election campain.

About allegations that mics of Opposition leaders get switched off, Lok Sabha speaker said, "I do not have control over the mics." He further addressed those who have held the Speaker post and told they would agree that such allegations are baseless because there are no controls for it with the Speaker.


The charge that mics of Opposition leaders in Parliament were silenced to stop them from speaking has been raised by Congress leader Rahul Gandhi earlier.

Parliament Session Day 6 Live: Here's what Opposition MPs have to say about the new criminal laws kicking in today

On new criminal laws, Congress MP Manish Tewari who has also moved an adjournment motion on it says, 'The criminal laws which have come into force are pernicious in nature and they will be draconian in their implementation. They will lay the foundations of a Police State in this country, they will provide very wide latitude to the Police across the length and breadth of the country because of the very ambiguous nature in which certain provisions have been crafted - provisions with regard to bail are absolutely perverse in their nature. Was there a need to bring the definition of terrorism into general criminal law when there is already a special law on it? The manner in which sedition has been very loosely defined notwithstanding that it was stayed by the Supreme Court of India, the manner in which handcuffs have been brought back surreptitiously in the teeth of two judgements of Supreme Court going all the way back to 1973. So, there are problems galore with these laws. That's why I have been saying this from the day they were passed by the Parliament by suspending 146 MPs, that these laws are perverse, they need to be re-examined by the House and only after their re-examination and detailed examination by a JPC, should they be implemented. There is enough reason to pause the implementation of these laws.'


Congress MP Shashi Tharoor says, 'Our concern was that they were not fully discussed in Parliament because all the Opposition was suspended. It would benefit from a further discussion.'


DMK MP A Raja says, 'Right from the beginning, Tamil Nadu has been opposing NEET on the ground that it is an educational fraud. Having passed plus 2 exams with good marks, why are you forcing people to go for another examination? The problem in north India is that there are some manipulations in NEET. The basic need of the NEET is being questioned by our leader, by DMK...'


Congress MP Manickam Tagore says, 'We are very clear that the three Bills which were passed by the Parliament without Opposition voices when more than 150 MPs were suspended in the previous session, must be relooked because it is going to affect common people in a very big way. The arrogance of PM Modi and Amit Shah must not put people in trouble. We feel that there should be a debate again and there should be a re-think on the three controversial laws which were brought when Opposition parties were suspended from the Parliament.' Tagore has moved an adjournment motion on the NEET issue today.

The continuous push for a "dedicated discussion" on the NEET paper leak issue by the Opposition led to the adjournment of the Lok Sabha on Friday.


“We wanted to  give a joint message to the students of India, on behalf of the Opposition and the government, that we consider this an important issue. So, we thought that to respect students we will have a discussion on NEET today, a dedicated discussion…,” Leader of Oppostion Rahul Gandhi pressed the Lok Sabha Speaker Om Birla to take up the matter first.


The Speaker, however, insisted that a discussion on the Motion of Thanks to the  President’s address be taken up first. The face-off resulted in adjournment for the day.


Rajya Sabha


The first day of the Rajya Sabha after the constitution of the 18th Lok Sabha saw a fiery start. The Opposition had moved 22 notices for an urgent discussion on the NEET paper leaks issue which were reected by Vice President and Chairperson Jagdeep Dhankhar. Unlike the Lower House, a debate on the Motion of Thanks on the President's address took place here. 


But the proceedings in Rajya Sabha also saw disruptions and adjournments, as Opposition members raised slogans and a few staged walkouts demanding a discussion on the NEET issue. Chair Dhankar and Congress chief Kharge who is also the Leader of Opposition in the Upper House got into a war of words after the latter entered the Well of the House. Kharge then said it was because he wasn't given an opportunity to speak, while the Chair said it is a stained day in history that an LoP entered the Well, something that has never happened before.

Opposition uproar over acceptance of adjournment motions moved by several Congress MPs demandign discussion on the NEET paper leak issue led to the stalling of proceedings on Friday (June 28). Now, Congress MP Manickam Tagore has again moved a motion for adjournment of usual business of the Lower House to discuss the NEET issue.
