NEW DELHI : Coronavirus in India Live updates: With the third phase of the nationwide lockdown slated to be lifted in a week on May 17, the number of coronavirus cases in the country are yet to see a downward trend. The nationwide tally of confirmed COVID-19 cases has neared the 63,000-mark including 2,109 deaths and 19,358 recoveries. Of the 62,939 cases, 41,427 are active.
Though Covid-19 cases are doubling at a faster pace into the first week of the third phase of the lockdown, the general sentiment in the government appears to be against rolling back the relaxations towards a gradual un-lockdown. The nature of high-level meetings within the government and new advisories issued for Covid-19 management in the past fortnight testify to this. On Saturday, the National Disaster Management Authority (NDMA) issued guidelines on “restarting manufacturing industries after lockdown” to states. While most of them deal with safety protocols regarding restarting industrial processes — coming days after the Visakhapatnam factory disaster — the guidelines also cover sanitisation, health checks and quarantine-related aspects covering workers.
Globally, there are over 4 million coronavirus cases, with deaths exceeding 2,79,000. Former President Barack Obama harshly criticized President Donald Trump’s handling of the coronavirus pandemic as an “absolute chaotic disaster” during a conversation with ex-members of his administration. Boris Johnson will unveil a virus alert system, similar to the color-coded terror-threat scale, in a Sunday address to Britain that will set out some conditions for removing restrictions on the economy.

Rajinikanth warns ruling AIADMK against reopening liquor outlets
Superstar Rajinikanth on Sunday warned the ruling AIADMK against reopening state-run liquor outlets in Tamil Nadu, saying if it was done, it should not harbour "dreams" of coming to power again, apparently in next year's Assembly elections. In a tweet, he also asked the government to work out alternate modes of revenue generation.
His remarks came a day after Tamil Nadu moved the Supreme Court, seeking a stay against a Madras High Court order directing closure of liquor shops in the state. The AIADMK cannot have "dreams of coming to power again if the government re-opens TASMAC shops at this juncture," the veteran said in the tweet. "Please #Look out for better ways of filling the coffers," he added.

Coronavirus numbers explained: New cases start dipping
For the third straight day on Saturday, the number of new cases of novel Coronavirus in the country was slightly lower than the previous day. On Thursday, 3355 new Coronavirus patients were discovered throughout the country, which was lower than the 3530 reported a day earlier. It was then followed by 3340 on Friday, and 3083 on Saturday.
Never before, since the outbreak began in the first week of March, has there been three straight days of decline in daily numbers. But there is little in it beyond this statistical coincidence, which was partly made possible by the decision of the Delhi government to reschedule its COVID bulletins and report only half-days figures on Saturday.

Passengers displaying Covid-19 symptoms to be isolated
Standard Operating Procedures (SOPs) set up by the Ministry of Health and Family Welfare dictate that the arriving passengers wear gloves and face masks throughout their journey. At the airport, two dedicated aerobridges have been identified for these flights, while the Airport Hospital Organisation has set up infrastructure to screen passengers before they proceed towards immigration. Passengers displaying symptoms of Covid-19 will be isolated and shifted to a separate area earmarked for the purpose, the spokesperson said, adding that airport ambulances were placed on standby to shift such passengers to designated isolation centres.

Delhi reports 381 new cases
In the past 24 hours, Delhi has reported 381 new cases, taking the total infections to 6923. With five new casualties, the death toll stands at 73. 2069 people have recovered and there are 4781 active cases in the capital.
Delhi said it had decided to follow a 24-hour cycle from midnight to midnight for releasing its data and would discontinue its practice of revealing information in the evening for data collected till four pm in the afternoon.

China reports 1st coronavirus case in Wuhan since April 3 among 14 new infections
China's National Health Commission reported 14 new confirmed coronavirus cases on May 9, the highest number since April 28, including the first for more than a month in the city of Wuhan where the outbreak was first detected late last year. While China had officially designated all areas of the country as low-risk last Thursday, the new cases according to data published on Sunday represent a jump from the single case reported for the day before. The number was lifted by a cluster of 11 in Shulan city in northeastern Jilin province.

Over 500 Indians return from UK to Mumbai
The first batch of 572 Indian nationals, who were stranded in the United Kingdom, landed at the Chhatrapati Shivaji Maharaj International Airport in Mumbai early on Sunday morning. The passengers were thermally screened before being sent for quarantine to 88 hotels across the city. A spokesperson for Mumbai International Airport Limited said several more flights will repatriate as many as 2,350 nationals from the UK, US, Singapore, Malaysia, Bangladesh and Philippines over the next week beginning Sunday. In addition, six transit flights will also pass through Mumbai.
INS Jalashwa from Male nears Kochi airport
INS Jalashwa carrying 698 repatriated Indian citizens from the Maldives arrived in Kochi harbour on Sunday morning, completing the Indian Navy's first massive evacuation exercise from foreign soil during the COVID-19 lockdown. The passengers would disembark from the cruise terminal of Cochin Port Trust, they said.

Elon Musk threatens to move Tesla HQ out of California over virus restrictions
Tesla CEO Elon Musk threatened Saturday to pull the company’s factory and headquarters out of California and sued local officials who have stopped the company from reopening its electric vehicle factory.
In a lawsuit filed in federal court, Tesla accused the Alameda County Health Department of overstepping federal and state coronavirus restrictions when it stopped Tesla from restarting production at its factory in Fremont. The lawsuit contends Tesla factory workers are allowed to work during California’s stay-at-home order because the facility is considered “critical infrastructure.“ “Frankly, this is the final straw,” Musk tweeted. “Tesla will now move its HQ and future programs to Texas/Nevada immediately.”

S. Korea reports 34 new coronavirus cases, highest in a month: South Korea reported 34 new coronavirus cases on Sunday, the highest daily number in a month, after a small outbreak emerged around a slew of nightclubs that a confirmed patient had visited. Of the new cases, 26 were domestically transmitted infections and eight were imported cases, the Korea Centers for Disease Control and Prevention (KCDC) said.

A week into relaxed lockdown, Centre stays on course to open
Though Covid-19 cases are doubling at a faster pace into the first week of the third phase of the lockdown, the general sentiment in the government appears to be against rolling back the relaxations towards a gradual un-lockdown. At the same time, as a government source said, “Though cases are increasing, the discussions in the system are about post-lockdown activities. Different ministries are planning required action points.” Another source highlighted that the informal group of over a dozen ministers, chaired by Rajnath Singh, to guide the administration on people’s issues has virtually finished its job. Coronavirus India: Another Mumbai cop succumbs
Maharashtra’s Covid-19 count crossed the 20,000 mark on Saturday with 1,165 new cases. The total case count in the state is now 20,228. The state also recorded its highest single day death toll at 48, taking the total count to 779. An assistant sub-inspector of police was among those who died. Mumbai, the city with maximum cases in India, recorded 722 fresh cases. The city’s total case count stands at 12,864 and death toll at 489.
An assistant sub-inspector posted at VB Nagar police station in Mumbai succumbed to Covid-19 on Friday. The test results that came after his death were positive. He is the fourth police personnel to succumb to the virus in the city.

UP man dies of heart attack after testing positive
A 65-year-old man died of cardiac arrest in Meerut on Saturday evening after his family members told him that he has tested positive for Covid-19.
“The family members of the 65-year-old told us that he had high fever since May 7 following which he was admitted to a private hospital. His sample was collected and sent to the microbiology lab of the medical college which confirmed that he tested positive… Within half-an-hour of his family members informing him that he has tested positive, the 65-year-old had a severe cardiac arrest leading to his death,” said R C Gupta, principal of the medical college which confirmed the Covid-19 test report. Tamil Nadu eases curbs in non-containment zone areas
Days after easing lockdown norms for industries, Tamil Nadu on Saturday came out with more relaxations for non-containment areas in the state. As per the norms, that come into effect from May 11, all private establishments can function with 33% strength between 10.30am and 6pm within Greater Chennai Police limits and 10am and 7pm in the rest of the state.
The decision came even as 526 people tested positive for Covid-19 in the state on Saturday. Of these, 279 cases were reported from Chennai city region while Villupuram, a district south of Chennai, registered 67 cases. Chengalpet, a neighbouring district of Chennai, reported 40 cases. There were four deaths in Tamil Nadu on Saturday. Read more
13 lakh registered migrants in Haryana have rejoined work, says Khattar
Thirteen lakh out of 24 lakh registered migrant workers in Haryana have got back to their workplaces, and around six lakh have expressed willingness to be sent back to their native places.
Chief Minister Manohar Lal Khattar Saturday revealed these figures in his “Haryana-Aaj” programme telecast live.

Days after Israel announced a breakthrough regarding a Covid-19 vaccine, the Indian Council of Medical Research (ICMR) on Saturday announced a tie-up with Bharat Biotech International Limited (BBIL) to develop a fully indigenous vaccine using the virus strain isolated at the National Institute of Virology (NIV), Pune.
“Work on vaccine development has been initiated between the two partners. The ICMR-NIV will provide continuous support to BBIL for vaccine development. ICMR and BBIL will seek fast-track approvals to expedite vaccine development, subsequent animal studies and clinical evaluation of the candidate vaccine,” the apex health research body said in a statement. The strain has been successfully transferred from NIV to BBIL, it added.

With industries set to reopen, NDMA issues workplace safety guidelines for factories to contain COVID-19 spread
In the backdrop of the Vizag gas tragedy, and with manufacturing units across the country expected to start production on full scale, the National Disaster Management Authority (NDMA) has issued detailed guidelines for COVID-19 containment and safety at the workplace for factories.
The measures include 24-hour sanitisation of premises; temperature check of all employees twice daily; providing face shields, masks and PPEs (personal protective equipment); creating physical distancing by erecting barriers on work floors and dining facilities; and ensuring no sharing of tools, among others.
Some of these may, however, be at odds with what financially distressed units may achieve at the moment, especially when PPEs are in short supply even for healthcare workers.
